Our leadership team brings years of experience that continues to successfully build a lasting legacy in the Lower Mainland. With over 6.1 million square feet of developments currently in planning and under construction, and already 1 million square feet delivered, Keltic is one of the fastest-growing developers in Metro Vancouver.
Certified Public Accountant (Singapore), CIA & CEO
Rachel is the CEO and Senior VP of Finance and HR at Keltic. She also is a Certified Public Accountant and CIA of Singapore. At Keltic, Rachel builds a high caliber professional real estate team. She leads investment evaluation, deal structuring, and industry relationships. Rachel manages a portfolio of over $1.2 billion CAD in Canada and Hong Kong combined. She also acts a senior resource in promoting Oriental Yuhong's business expansion in North America. Prior to joining Keltic, Rachel served as GM of Strategic Investments at a renowned A-share company in China, where she led the global investment from 2016-2018. Between 2007-2012, Rachel led a Sino-Swiss post-JV financial integration project in China, prior to which she worked for a few top-tier MNCs in their Asia Pacific regional HQ.
VP of Construction
As the Vice President of Construction, Matt provides the strategic leadership, oversight, and direction on Keltic’s diverse portfolio of projects. He brings over 20 years of progressive industry experience in managing complex, large-scale projects in Vancouver, Victoria and Toronto. Matt started his career in the trades earning his red seal in carpentry and then his gold seal in construction management. His lifelong passion for building and teamwork has afforded him many opportunities to work on landmark projects with some of Canada’s most recognized developers. Matt’s personal values very much align with Keltic’s vision for growth and continuous improvement. Outside of work, Matt and his family enjoy an active lifestyle filled with outdoor activities and travelling to warm destinations.
VP of Development
Julian joined Keltic in 2022, and is the VP responsible for a diverse portfolio of major projects across the Lower Mainland and focuses on of Development. He is a long-standing member of the Royal Institute of Chartered Surveyors (RICS) and has over 25 years of experience in both residential and commercial real estate development across Western Canada. Julian provides stewardship and leadership to a growing development team that is responsible for a diverse portfolio of major projects across the Lower Mainland and has a focus in developing Joint Ventures Partnerships with Institutional investor groups and REITS.
Mike has 30 years of experience in the Lower Mainland's residential real estate development business working for industry-leading general contractors, construction managers, and developers. Mike's solid industry experience is an asset in helping build Keltic into a recognizable company in the B.C Development industry
Senior Manager, Project Accounting
Florence is responsible for Project Accounting at Keltic and has over 20 years of combined accounting and audit experience. Prior to Keltic, she was a Senior Project Accountant at notable companies.
Leo has been with Keltic for five years. He assists and supports the development team with the planning, management, and completion stages of Keltic's various projects. He also works on material sourcing, asset management, and leasing negotiations for income-producing properties
Calvin brings a decade of experience in engineering and real estate development. He works directly with consultants and general contractors to see through a project's full cycle from pre-construction to completion. Calvin holds a Bachelor of Applied Science and a Master of Engineering Leadership from UBC.
Hugh began his career in sales and marketing focusing on both Vancouver and Calgary markets. He then switched to the non-market development sector where he specialized in deals financed through municipal, provincial, and government bodies. Hugh manages several of Keltic’s medium and high-density projects across the Lower Mainland.
Senior Manager, Corporate Accounting
David is a Chartered Professional Accountant with a background in real estate private equity, a TSX listed seniors housing operator, and big-four public practice. In addition to managing the accounting, reporting and compliance functions at Keltic, he is involved with leasing and asset management for Income Producing Properties and the integration and optimization of operating subsidiaries.
With a strong background in architecture and design, Robon has worked on a diverse range of residential and commercial projects in Vancouver. Following his experience in the design sector, Robon made the move to real estate development and continues to lead all aspects of project development from post-acquisition to municipal approval and overseeing and coordinating consultant teams as a Development manager at Keltic.
Manager, Customer Care & Construction
As Keltic's Customer Care and Construction Manager, Jason oversees Keltic's Homeowner Care Program and helps navigate new homeowners through the first year in their new homes. Jason has over 20 years of experience in design and construction, both locally and internationally. Jason has also worked on numerous large-scale projects such as the River District in Vancouver and the Brewery District in New Westminister.
Rebecca is a Project Manager with 10 years of experience in residential and mixed-use projects, with involvement from early stages of feasibility through to construction and handover. Her focus is to ensure a high standard of quality that can be seen by the end user, while managing costs and promoting continuous and effective teamwork. Before joining Keltic, she worked in the BTR sector for Get Living as Interiors Project Manager (Development) for masterplan projects in London, Glasgow, Manchester, and Leeds.
